Challenge
The study needed to evaluate past zoning and land-use decisions without assuming in advance that the decisions were harmful, and to generate lessons for future planning rather than a purely critical narrative.
Approach
The design was reframed as an ex-post before/after evaluation focused on land-use and zoning changes. Sampling and comparison logic were separated from unrelated density questions, with a multi-stage cluster strategy for field evidence.
